CIPFA & GO Lab – Mapping Value in Digital Transformation
I was invited to contribute to the CIPFA and GO Lab’s Value for Money in Public Service Transformation publication, sharing how I applied and tested their framework in practice to influence finance directors and senior decision-makers.
I led a cross-service, multi-disciplinary digital team in applying the Value for Money model (the 4E’s: Economy, Efficiency, Effectiveness, Equity) across multiple council services. We tested the framework with organisation-specific data and presented findings to the Director of Finance and senior officers — demonstrating how digital programmes could be evaluated not only on efficiency, but also on equity, service quality, and resilience.
I also presented the results back to the CIPFA and GO Lab community, providing feedback that helped refine the model for broader sector use.
This work reframed how digital transformation is valued — linking investment directly to fairness, accessibility, and measurable community impact.
